Both countries announced new fees on cargo vessels, dampening hopes for a quick resolution to their ongoing trade conflict. US Treasury Secretary Scott Besant said the meeting between Presidents Trump and Xi, scheduled for the end of the month, was still going ahead, but accused Beijing of dragging the world economy down with it in an interview with the Financial Times. The Nikkei closed 2.5 % lower, as did the Shenzhen composite.

2:12European stocks are trading down midway through the trading day, and US futures are pointing to a pullback from Monday's rally. Gold has hit yet another record of around$4 ,180, and shortages in London caused spot silver prices to spike to around$53.50. cents. The dollar gained against the pound and the Aussie, while the yen strengthened against the greenback. Oil prices fell after a new report from OPEC said global supply would closely match demand next year, instead of falling short as predicted last month. Investors are awaiting a speech by Jerome Powell today, the last scheduled one before the Federal Reserve meets later this month.
