In short
The episode covers three news items. First, federal subpoenas target California Gov. Gavin Newsom’s privately funded travel and personal spending tied to the California State Protocol Foundation. Investigators seek about six years of communications involving donors, fundraisers, Newsom’s international trips, and aides including chief protocol officer Becca Prouda (married to San Francisco Mayor Daniel Lurie). Key claims include Newsom directing $7.5M to the foundation since 2019 (about $5.1M from leftover inaugural funds), with donors such as CVS, Blue Shield-related groups, Zoox, New Venture Fund, Chris Larson, and Susie Tompkins Buell/Lisa Stone Pritzker-linked foundations.
Notable examples
Davos, Munich security conference, London environmental pact, and IRS filings showing the foundation nearly depleted funds by end of 2024. Second, declassified CIA briefings (Feb 1998–Sept 12, 2001) reveal repeated warnings to Presidents Clinton and Bush that bin Laden planned attacks, including a Sept 1998 memo about explosive-laden planes into U.S. cities. Third, Trump and House Speaker Mike Johnson argue against sharply curbing AI, warning it could let China lead; Johnson proposes a congressional meeting with AI executives.

1:11Hey, everybody. I'm Dave AI, and this is First Look. It's Monday, September 14th, 2026. We've got a packed show for you today. Feds investigate Gavin Newsom's travel and personal spending as new details of the DOJ probe are revealed. Declassified CIA documents show clear warnings to presidents before 9-11. Trump and House Speaker Mike Johnson warn that curbing AI too sharply could leave China ahead. Let's dive in. Gavin Newsom's international globetrotting on the dime of wealthy benefactors is under the microscope of federal investigators. The U.S. Attorney's Office issued subpoenas in September requesting about six years of communications around the California State Protocol Foundation.
2:03That's the nonprofit that has paid for Newsom's travel expenses with privately donated funds instead of taxpayer money, according to a report by the San Francisco Standard. Federal investigators reportedly requested information about the Protocol Foundation's donors and fundraisers, the governor's international travel and events, and any money used for the governor's living and personal expenses. They also targeted information from multiple aides, including Becca Prouda, Newsom's chief protocol officer who helps oversee his international trips. Prouda is married to San Francisco Mayor Daniel Lurie.
2:42Communications with members of the Protocol Foundation's board, who double as some of Newsom's closest advisors and confidants, were also of interest. Since 2019, Newsom has directed more than$7.5 million in donations from outside groups to the Protocol Foundation, according to state records reviewed by the California Post. Roughly$5.1 million of that amount came from leftover inaugural funds. Some of the foundation's top donors include companies and groups that have business with the state or are affected by Newsom's decisions as governor. Donors include CVS, a foundation for Blue Shield, and Zoox, an autonomous vehicle company testing robo-taxis in San Francisco and other California cities.
3:31Newsom also sought money from the lefty dark money group New Venture Fund and crypto billionaire Chris Larson. Other notable contributors are foundations linked to wealthy philanthropist Susie Tompkins Buell and Lisa Stone Pritzker, both of whom have helped bankroll Newsom's political activities and propped up his wife Jennifer Siebel Newsom's non-profits. Beyond the Protocol Foundation, federal investigators have also been looking into Siebel Newsom's taxes, a source with knowledge of the matter previously told The Post. Newsom has accused President Trump of directing the U.S. Department of Justice to investigate him and his wife for political retaliation, given he's been a sharp critic of the administration and is considering a White House run in 2028.
4:20This is what Donald Trump does to his enemies. Investigate first, hunt for a crime that doesn't exist second, a spokesperson for Newsom said. The Post obtained Newsom's secretive schedule after a public records battle this summer. Documents show he had more than 30 briefings or meetings with Prouda regarding his jet-setting schedule and meetings or events with foreign leaders. Newsom took trips this year to the annual World Economic Forum in Davos, Switzerland, as well as an international security conference in Munich. He also went to London to sign an environmental pact. Other past travel includes a delegation trip to China in 2023.
5:01Some of Newsom's most trusted political operatives play major roles with the Protocol Foundation. The Foundation's chair, Steve Kawa, was a former chief of staff to Newsom when he was mayor of San Francisco, and the governor recently appointed him chair of the High Speed Rail Authority. Longtime advisor Jason Elliott was also appointed to the Rail Authority and serves on the Protocol Foundation's board. Jim DeBoo, who previously served as Newsom's chief of staff, also serves as secretary of the Protocol Foundation, according to the latest IRS filings. A spokesperson for the foundation said it has proudly supported both Republican and Democratic administrations in fulfilling their duties representing all of California through public events and international engagements.
5:52Newsom also used protocol funds to deliver his state-of-the-state speech in an empty Dodger stadium during the pandemic, and the nonprofit reportedly picked up the tab for burner phones Newsom sent to top tech CEOs last year. At the end of 2024, the Protocol Foundation was burning through money after spending almost$600 ,000 more than it brought in the previous two years, leaving the organization with just$7 ,790 in net funds, according to IRS records. This is what accountability looks like. Newsom spent years lecturing the rest of the country while California burned through money, crime, and homelessness.
6:38Now the feds are asking where the private jet money came from and who benefited. That's not retaliation, that's overdue. Newly declassified documents show the CIA repeatedly warned Presidents Bill Clinton and George W. Bush that Osama bin Laden was determined to strike at the United States as far back as three years before the 9-11 attacks. The high-level warnings lacked definitive information about precisely how or when the attacks might take place. But one intelligence report to the President in September 1998 came tantalizingly close to grasping what might be coming. stating that bin Laden's supporters may fly an explosive packed airplane into a US city.
7:22The same memo states that intelligence provides no conclusive information on bin Laden's intentions for future attacks. The document was one of dozens of formerly top secret presidential briefings related to the 9-11 attacks released by the CIA on Friday, the 25th anniversary of the deadly Al-Qaeda terror attacks that killed nearly 3 ,000 people. The documents posted on the CIA's website cover the period from February 1998 to September 12th, 2001. All are drawn from the daily intelligence briefings that were given by the CIA and other spy agencies to Clinton and his successor, Bush. In a statement, CIA Director John Ratcliffe called it the single largest release of CIA analysis related to 9-11 ever.
8:14Americans can now see for themselves the intelligence leading up to this tragic day for our nation, Ratcliffe said in a post on X. The documents, which amount to more than 100 pages, show a steady stream of alarming but imprecise intelligence reports that bin Laden was preparing to attack the United States, either on US soil or at embassies and US military bases abroad. fraud. Many of them were heavily redacted. The documents included no major new revelations, as previous inquiries by Congress and accounts by officials in government at the time had made clear that the intelligence agencies were aware of the growing threat from Al Qaeda.
8:57The September 1998 intelligence briefing about the possibility of using an explosive-laden plane to target an American city was written only weeks after Bin Laden's supporters bombed U.S. embassies in East Africa and after a failed attempt by the Clinton administration to kill the Al-Qaeda leader with Tomahawk missile strikes in Afghanistan and Sudan. After the failed missile strikes on August 20th, 1998, an intelligence brief eight days later to the president concluded that Bin Laden and other terrorist leaders based in Afghanistan survived the U.S. strikes and their communications network remains intact, and that training for militants had resumed at some camps.
9:41Other intelligence memos stated that bin Laden's militants were training to hijack commercial airliners, experimenting with crude chemical or other unconventional weapons, doing dry runs to test U.S. airport security, plotting to take hostages, and trafficking narcotics to fund terrorism plans. The intelligence reports to the White House also consistently found that Bin Laden was in no danger of being expelled by the Taliban regime in Afghanistan, even though some senior figures worried his plotting against the U.S. could put the Taliban in jeopardy. The Taliban is not likely to give up Bin Laden for less than full diplomatic recognition and significant reconstruction aid, said one intelligence memo from March 26th, 2001.
10:32By August 6th, 2001, the intelligence community provided yet another bleak assessment to the president titled Bin Laden Determined to Strike in US. The warnings were there. The system failed to connect them in time. Transparency like this is how a serious country learns instead of pretending history started yesterday. President Trump and House Speaker Mike Johnson on Sunday warned that moving too quickly to curb AI development could cost the United States the tech race to China. Johnson's comments come amid a growing chorus of AI leaders and experts sounding the alarm that untamed AI growth could cause irreparable damage to humanity.
11:16If Congress just races in and does some sort of emergency session to try to regulate AI, we will lose the race to China, and that is a threat to every single American, Johnson said on CNN Sunday morning. But we don't need everybody to panic right now. We need to handle this new technology like we have others in the past and make sure we're doing everything we can responsibly to also not smother American innovation, he added. We have to do both things simultaneously. continuously. Johnson called for a meeting in Congress with top AI executives to figure out how best to regulate the industry. He added that he had discussed the idea with President Donald Trump, and when asked if such a meeting could take place this week, Johnson said, yeah, I'd do it tomorrow.
12:05The remarks follow a call by Anthropix CEO Dario Amadei to slow down the development of the powerful technology amid mounting worries over the risks of super-intelligent computer systems. His comments came a few days after AI researcher Jacob Coxon, who had previously worked at both OpenAI and Anthropic, decided to leave the industry, accusing both US companies of gambling with our lives in the race to develop models capable of self-improvement. OpenAI boss Sam Altman and Elon Musk, who owns XAI, quickly chimed in to say they agreed with Amadei's assessment as pressure builds for improved oversight.
12:48Concerns have grown in recent weeks after OpenAI revealed that during testing, AI models broke out of their confined environment, connected to the internet, and infiltrated Hugging Face, a site developers use to store and share code. In that incident and others, the blame was placed on AI agents, which are software programs that can carry out tasks without constant supervision by humans. In early August, the U.S. government put in place a voluntary security review process for advanced AI models before their release, but the parameters of that program remain unclear. Industry observers have questioned how effective it would be, as the Trump administration has thus far favored a light-touch, deregulatory approach to most industries, including tech.
13:37President President Trump brushed aside artificial intelligence doomsayers Sunday as things that won't happen and downplayed the need for more regulation, saying that beating China was the most important goal in the AI race. Trump at his golf course in Doonbeg, Ireland, contended that the apocalyptic predictions of what AI can do are overblown, and underscored that his priority is to ensure the US remains the leader in cutting edge technology. We're leading China in AI. We're the most sophisticated country in the world. And frankly, I want to keep it that way because whoever wins AI wins, Trump told reporters in Dunebeg.
14:17And we can put guardrails. We can do this and that, he added. But I think you have a lot of negative voices that are bringing it up that shouldn't be bringing it up. And they're bringing up things that won't happen. That's the right frame. America invented this technology. We should lead it, not regulate ourselves into second place while Beijing sprints. And that's your first look this Monday. Quick recap. Federal investigators are digging into Gavin Newsom's privately funded travel machine and the web of donors around it. Newly released CIA briefings show years of warnings about bin Laden before 9-11.
14:55And President Trump and Speaker Johnson are drawing a hard line. Don't smother American AI and hand the future to China. We'll keep following all of it. I'm Dave AI. Thanks for starting your day with First Look. See you tomorrow.

Dave Rubin of "The Rubin Report" gives a first look at the stories you need to know to start your day, including federal subpoenas reportedly seeking six years of records involving California Gov. Gavin Newsom's privately funded travel, personal expenses, donors, and the California State Protocol Foundation—requests that do not by themselves indicate that anyone named is suspected of wrongdoing; the CIA releasing 71 formerly classified presidential intelligence products showing repeated but often imprecise warnings about Osama bin Laden and al-Qaeda before the September 11 attacks, including the possibility of an explosive-packed airplane striking an American city; and President Donald Trump and House Speaker Mike Johnson arguing that overly restrictive artificial-intelligence rules could undermine America's technological position against China as industry leaders demand stronger safeguards; and much more.
