کا بھی ویالیو سیم ہونا چاہیے تو ویالیو سیم کب ہوگا جب وہ ایکول نمبر آف لوگوں کو کریب کریب ریپریزنٹ کرے تو شروعات میں جب سب سے پہلے کونسٹیچوینسیز بنی فرسٹ ایلیکشنز کے لیے تو اسی حساب سے بنی کہ جو کونسٹیچوینسی کا پاپولیشن ہوگا وہ سیم رہے گا اکروس دا نیشن موٹا موٹی ایک article 82 ڈالا گیا کہ ہر دس سال میں census ہوگا اور census کے basis پہ چونکہ population بڑھیں گے بڑھیں گے تو census کے basis پہ پھر یہ جو constituencies ہوگا ان کو change کیا جائے گا ان کے numbers بڑھائے گھٹائیں جائیں گے ان کا جو boundaries ہے اس کو redraw کیا جائے گا تو this is delimitation تو ہر دس سال کے بعد census کے بعد وہ delimitation ہوتا اور کچھ seats کہیں کہیں بڑھیں اور جو constituencies ہیں اس کے areas بھی وہ change ہوتے گئے اندرہ گاندھی نے 1976 میں 42nd constitutional amendment لے کی آئی which is in itself called a mini constitution کیونکہ اتنا بدل دیا انہوں نے constitution اس میں کی تو اس میں ایک amendment یہ تھا تو انہوں نے کیا کیا کہ delimitation کو پچھے سال کے لئے فریز کر دیا now delimitation is due in 2026 2026 میں اب due اب بڑا contention یہ ہے کہ 1971 سے یہ change نہیں ہوئی ہے جو seeds ہیں اور اگر آپ population wise دیکھیں گے تو ابھی جیسے لوگ سبح میں ہمارے پاس 543 سیٹس ہیں UP کے ہم لوگ بات کر رہے ہیں 80 سیٹس ہیں اب پروبلم کہاں پہ آ رہی ہے تو پوپلیشن وائز دیکھیں گے آج اتر پردیش کا ایک MP وہاں کے قریب قریب 30 لاکھ لوگوں کو ان ایوریج رپریزنٹ کرتا ہے ایک MP constituency میں 30 لاکھ کی population Tamil Nadu میں آج ایک MP وہاں کے ایک constituency کے 18 لاکھ لوگوں کو ہی رپریزنٹ کرتا ہے so there's a difference دونوں میں تو دیلمٹیشن کے حساب سے اب اس کو پھر سے سیٹس کو ری ارنج کرنا پڑے گا تاکہ ریپریزنٹیشن سیم ہوئے اس کا اب اس میں پرابلم کہا ہے پرابلم ہے کہ اگر دوہزار سببیس میں ہم کرتے ہیں اور ابھی سینسس ہونے والا ہے موسٹ پربلی دوہزار پچیس میں دوہزار پچیس کے دیٹا کے حساب سے and there's a paper which extrapolates دوہزار گیارہ کا سینسس کا دیٹا اور اس کے حساب سے population extrapolate کر کے دیکھتے ہیں کہ کتنی seats سے ہوں گی کہاں پہ تو اتر پردیش کے آج کے date میں اگر population کے حساب سے seat کی جائے تو جو 80 seats ہیں 91 وہ ہو جائیں گی 139 91 ہوگی 11 seats projected جو 80 seats سے 139 ہو جائیں گی بیہار کی 40 seats جو ہے وہ ہو جائیں گی 79 almost double کارلا کی جتنی سیڈ سے it will remain constant
1:28:27so the problem is now southern states یہ بولتے ہیں کہ آپ تو ہمیں de-incentivize کر رہے ہو کہ ہم نے population control measures لگائے ہیں تو ہمیں تو نقصان ہو رہا ہے کہ ہمارے representatives constant رہ گئے اور ان کے اتنے زیادہ بڑھ جائیں گے so اب یہ بہت بڑا contention ہے کہ how do we do this delimitation کی جس سے یہ contention in southern states اس کے لئے debates start ہو گئے ہیں تو آپ کے پاس دو طریقے ہیں یا تو آپ تھوڑے ان کے seats گھٹاؤ اور ادھر تھوڑے seats بڑھاؤ یا تو ان کے seats concentر رہنے دو اور ادھر پورا پوری بڑھنے دو دونوں cases میں they are going to lose out which is sad part right کیونکہ کیونکہ اگر آپ ابھی GDP contribution دیکھو 2 by 3 GDP contribution come from southern states peninsular state تو جب country کا GDP contribution وہاں سے آتا ہے country کی maximum income وہاں سے آرہی ہے output وہاں سے آرہی ہے rate پہ جس peninsular region اپنا جو بڑھ رہا ہے that's fastest in the world ماذا اب چائنا بھی اتنی تی سے گروہ نہیں کرتا تی تی سے وہ particular phase گروہ کرتا ہے رائیٹ کوئی پوری دنیا میں اتنا زیادہ آٹپوٹ پر پرسن نکالنی رہے ہیں ایٹس پائنٹ جس ریٹ میں وہ لوگ بڑھ رہے ہیں تو جب جن کا کانٹریبیوشن زیادہ ہے جو آپ کی کانٹری کا ٹیکنکلی ٹیکس دے رہے ہیں پیسے دے رہے ہیں تاکہ آپ کی کانٹری اور تیزی سے بڑھے ان لوگوں کا حصہ ہی نکال دے رہے ہو ان لوگ کی وائس اور ریپریزنٹیشن ہی ہتم کر دے رہے ہو اوکے سو دی ادھر پارٹ اگر آپ ستھن ستیٹس دیکھیں گے تو ستھن ستیٹس کا گروہ بھی دیکھیں گے لارجلی وچھ اس کم آفتر لبرالیزیشن نائنٹی ون کے باد اگر تھوڑا ہسٹوریکل بیسس اس کا دیکھیں گے تو نورڈن ستیٹس کنٹیسٹ کر سکتے ہیں خاص کر کے اسٹرن ستیٹس کہ ساؤتھ میں جتنا بھی گروہ ہوا سو فر ایکزامپل جتنے بھی انڈسٹریز لگے اس کا جو منرلز آیا وہ اسٹرن سٹیٹس ہے اسٹرن سے کیوں ہے کیونکہ جو ہماری فرسٹ گورنمنٹ تھی اس کی فریت ایکولیزیشن پولیسی تھی کہ کہیں بھی جو منرلز ہوگا سیم پرائس میں آویلیبل ہوگا تو جھارکھن سے کول آئرن اور آکے چیننے میں پلانٹ میں انفاق وہاں سے سٹیل آیا اور چیننے کے پلانٹ میں یہاں پہ آٹوموبیلز بنے سو دیکن آلویس کنٹین دیکھ جو بھی گروہ ہورا ہے ساؤتھ میں دیکھنے کنٹین who's providing the manpower for that growth right they can contain that so essentially saying ki haan آپ لوگوں نے grow کیا ہے but you're growing as a part of the nation you're not growing ki ہم لوگ stand alone ہے نہیں تو alag alag ہم لوگ کبھی نہیں بات کر سکتے ہیں ki there are a lot of interdependencies so for example let's say ممبئی کی ہم بات کرتے ہیں ممبئی میں in fact یاد ہوگا آپ کو 2008 میں بہت anti-hindi heartland sentiment چلا تھا جو راج تھاکرے ہیں انہوں نے بہت سارے وہاں سے candidates ادھر کے آئے تھے مار پیٹ ہوئی تھی مزدوروں کے ساتھ ہوئی تھی اور اس کے بعد اتنا بڑا اگزارڈس ہوا تھا خاص کر کے blue collar workers کا ممبئی سے انفیٹ ادھر سیٹی سے it is guessed کہ پونی سے کرے پچھے ہزار لوگ آپس چلے گئے تھے ناسک سے کرے پرندرہ ہزار لوگ آپس چلے گئے تھے اور اگلے کچھ مہینوں میں it faced a loss of almost پانسو سے ساتھ سو کڑھوٹ
1:31:56آپ بولتو رہے گے ٹھیک آپ بہت گروہ کر رہے لیکن ہمارا بھی اس سے اس گروہ ہوئے اور اس کو ہم ریپریزنٹیشن سے کیوں لنک کرے کیونکہ ہمارا کونسٹیوشن بول رہا ہے کہ سب کا ریپریزنٹیشن سیم ہونا چاہیے ایک پرسن ایک وٹ ہونا چاہیے تو میرا ایمپی تیسلا کو کیوں ریپریزنٹ کرے گا آپ کا اٹھارہ لاکھوں کیوں کرے گا i'm just putting both sides of the argument so it does not have a very one answer کہ یہ right answer ہے it is a contentious issue and hence 2026 میں جو delimitation ہے that's going to be a very contentious issue it's gonna be a very very controversial very talked about ہوگا 26 میں کی push کردیں آئے so اس میں in fact ایک تو national level ہے پلس states کے level پہ بھی ہونا ہے تو جتنے MLA's تو constitution also says ki جو MLA's represent کر رہے ہیں جس population کو وہ بھی similar ہونا چاہیے across all MLA constituencies in the countries seats up and down only correct تو اس میں بھی آپ دیکھیں گے کہ کئی states میں MLA's کی seats پڑھیں گے کسی میں کم کسی میں زیادہ اس میں بھی بہت سارے چینجز دائیں گے پھر یہ جب ہوگا تو بہت سارے seats کے redistribution ہوں گے it's going to be a huge so I'm not sure again we'll have to wait to see کیا ہوتا ہے اور کیسے ہوتا ہے see ابھی نا ایک around the world ایک چیز چلتی ہے capitalist worlds میں زیادہ ہو رہا ہے یہ middle class killings بولتے ہیں ہے تو جو انڈیا کے ساتھ بھی ہو رہی ہے میڈل کلاس کوئیزنگ کی آپ جو زیرو سے پانچ لاکھ روپے کماتے ہیں ان لوگوں پہ آپ دبا کے خرچہ کرتے ہو top 1 % جو لوگ ہیں جو ایک دیٹھ کروڑ کے اوپر کماتے ہیں ان سے آپ ایلیٹ بینیفٹس لیتے ہو آپ کے جو 40 کروز میں 40 کروز ہیں جو وہ میڈل کلاس لوگ ہیں جو پانچ لاکھ سے اپ کا ایک کروڑ کے بیچ میں انکم کماتے ہیں ان کا کانٹریبیشن ہے اپورٹ سو 70 % ان کا تک سیسٹم تو کانٹری کا جو پیسے آتے ہیں وہ یہ لوگ لاتے ہیں اور یہ مجوریٹی رائٹ ناؤ اگر آپ ستیٹ وائز دیکھو تو یہ ستن ستیٹ سے آتا ہے تو ان لوگوں کو ویسی ان پر کوئی دھیان نہیں دیتا کیونکہ کیا ہے ہمارے ووٹ تو آتے ہیں 60 کروڑ لوگ سے یہ جو تھوڑے 4-5 کروڑ لوگ ان سے کیا فرق پڑتا ہے ہمیں that is there بہت ٹیکس ان سے زبا کے آتا ہے تو ان سے اور ٹیکس کھیچتے جاؤ کیونکہ ان سے ٹیکس جب اگر آپ لیتے جاؤگے تو یہی آپ کو کنٹری میں اور پیسہ دے گا پیسہ دے گا وہ پیسہ آپ جو باقی انڈر فائی لیک والے ہیں جو آپ کے ساڑ کروڑ لوگ ہیں ان پر خرچہ کرو کیونکہ وہاں پر آپ کو ووٹس ملتے ہیں تو this will become a very bad situation کہ آپ سدن ستیٹس جو کما کے دیری ہم سے ان سے زب لیتے جا رہے ہو ان کی اور لگاتے جا رہے اور کھرچا کر رہے دوسری جگہ پہ جہاں پہ صرف آبادی بڑھ رہی اور کچھ نہیں بڑھ رہے as a country we are gonna be headed towards a very terrible state just from a very capital point of view i'm talking about so funds میں بہت فرق نہیں آئے گا کیونکہ جو devolution of funds ہے وہ finance commission سے guided ہے وہ ابھی جو ہے freebies بٹیں گے نا زیادہ freebies see funds اتنے ہی رہیں گے دونوں کو link نہیں کرتے funds اتنے ہی رہیں گے تو ایسا نہیں کہ freebies بڑھ پائیں گے اتنے ہی میں manage کرنا پڑے گا لیکن اگر seat جادہ ہے تو آج بیہار کو for example اگر ایک کروڑ دیتے ہیں تو کل پانچ کروڑ دن لگ سنگے that's what I'm pointing out وہ نہیں ہوگا کیوں کیونکہ نہیں ہوگا نا کیوں کیونکہ جو tax devolution ہوتا ہے center سے states کو finance commissions اس کو recommend کرتی ہر بار تو اس کے جو factors ہیں اس میں in fact last time population growth کو ہم لوگ negative مانتے ہیں right تو اس میں جو factors اس میں ملٹیڈیوڈا فیکٹرز ہیں اس میں یہ فیچر نہیں کرتا ہے کہ آپ کا پوپولیشن کتنا زیادہ ہے سنٹرل اسسٹنز کے لئے تو وہ ڈیفرینٹ رہے گا بہتیک سمس اپ آل مائی قویشن thank you so much for thank you آنسوڑنی آنسوڑنی آنسوڑنی آنسوڑنی آنسوڑنی آنسوڑنی آنسوڑنی آنسوڑنی آنسوڑنی
