کی ہے کہ there is a point جہاں پہ آپ کو لگتا ہے کہ آپ جو public interest اسی لئے میں اتنی دیر سے جو کہہ رہا ہوں کہ آپ public interest کو serve کر رہے یا نہیں کر رہے بات یہ نہیں کہ میں کہہ رہا ہوں یا نہیں ان کا جو سوچنے طریقہ ہو وہ بھی public interest کو ہی serve کر رہا بات آپ سے الگ ہو کوئی بات نہیں بلکل سمبب ہے بات ایک سمیں آپ کو ہی judgment call لینا ہے لینے کی استطیع آ جاتی ہے بہت سو میں چھتے سال میں نے سیوہ کی بہت بار توادلے ہوئے بہت بار ادھر ادھر ہوا اس میں وہ کوئی بات نہیں ہے اس کے بعد بھی کام کرتے رہے لیکن ایک ستھی جب اگر یہ آ جائے کہ آپ کو لگے کہ نہیں اب نہ chances of doing right perpetuate کرنے کے لیے اپنے interest کو بنائے رکھنے کے لیے نوکری بنائے رکھنے کے لیے چلائے جا رہے ہیں اور اس کو آپ excuse کے لیے استعمال کریں ایسا کیا نوٹس کیا اپارٹ فرم جسٹ یو انجھا اور سیچویشن ایسا کچھری کے چکروں میں لگتا ہے اب ایسی استطیقی میں آپ کیا کریں کیا کرتے ہو تو میں نے جو کیا وہ انکنونشنل تھا میں نے یہ دیکھا کہ اس میں دیکھیں کھیتی ہونے کا پرپز دیش کے اتپادن کا پرپز تو وہ بھی سرب ہو جائے کچھ خرچیں ہیں جس پہ آبا کوئی نینترل نہیں ہے ان کو آپ شورٹ ٹرم میں کنٹرول نہیں کر سکتے لانگ ٹرم میں کنٹرول کر سکتے ہیں بائی ریدیوسنگ دی ڈیٹ بڈن تو آپ فسکل ڈیفٹسٹ اتنا نہیں بڑھا کے چلیں تو دیٹس وانٹائی خرچ کریں گے کس کے بعد جائے گا بڑے بزنس گیا بی ایس این ایل میٹروز ڈیفنس کس کے پاس جا رہا ہے so effectively جو کیپ ایکس ہے وہ effectively بڑے بزنس کے پاس جاتا ہے ابھی دو تین دن پہلے CII نے اپنا ایک بڑا ریپریزنٹیشن ہر بار دیتے ہیں اس میں وہ کہہ رہے ہیں کیپ ایکس بڑاؤ کیپ ایکس وہ سیدھا ان کو ہی ملتا یا وہ کہیں گے کہ آپ یہ ٹیکس کم کر دو اور کم ٹیکس کر دو کمپنیوں پر تو اور وہ ان کے اگر کچھ بھی نردیں ہو جاتے ہیں تو ان کا implication بہت زیادہ ہوتا ہے اس لئے ان کو فائد ہے MSMEs جو ہیں وہ سنکھیا میں بہت زیادہ ہیں اب بڑے بزنس کو اگر آپ companies بڑی بزنس total ملا کے دیش میں قریب 15-16 لاکھ operating companies ہیں بڑی companies جو listed ہیں وہ تو تین چار ہزار ہی ہیں اور آپ کے BAC NAC Sensex اور یہ BAC والی جو index ہے اس میں تو پچاس ساٹھ کمپنیاں جو ہیں دیش کی ستر اسی پرسنٹ ساٹھ ستر پرسنٹ کا سارا turn over very few companies پی ایلائی کس کے پاس جارہے ہیں top 20 % کمپنیز technically generates 80 % revenue پی ایلائی کس کے پاس جارہی ہے ساری جو پی ایلائی چلا رہے ہیں ہم سولر پہ چلا رہے ہیں بیٹریز پہ چلا رہے ہیں بڑی کمپنی ہے موبائل سے کس کے پاس بڑی کمپنی تو بڑی کمپنی کے پاس پیسہ چلا جاتا ہے سرکار کا اور چھوٹی کمپنی میں نے کہا بات تو ان کو یہ پروگرام ہے تمہارا وہ پروگرام ہے ان کا بجٹ کیا ہے تو انہیں کچھ ملتا ہی نہیں تو بڑی کیسے ہوں گی چھوٹی کمپنی بڑی کیسے ہوں گی وہ دوسرا مددہ ہے بڑی کمپنی تیکنکلی نورمالی آنٹ ویڈوانس they don't have any technology they are nearer to customer so they provide better service ideally جو چھوٹی company ہے وہ وہ بھی competitive ہونے چاہیے کہ اسی space میں اب آپ ریلوے سے آپ کے گھر نہیں جا جا جکتے ریلوے اسٹیشن سے اپنے گھر آپ آٹو میں ہی جائیں گے so بڑا بزنس جو ہے وہ بڑا کام کر پاتا ہے چھوٹے بزنس کا آٹو بھی profitable بزنس ہے تو small جو SMEs ہیں وہ اگر اپنے اسپیس میں کام کرتی ہیں of course وہ چھوٹی ان کی سنکھیا بہت زیادہ ہے دیش میں قریب 8-9 کروڑ دکانوں سے لے گے سب چھوٹے بڑے بزنسز چھوٹے بزنسز ہیں تو وہ جتنی سیوہ کرتے ہیں ان میں سے کافی پروفیٹیبل بھی ہیں وہ لوسز میں نہیں ہیں تو ان کو مدد سرکار کر سکتی ہے دیکھیں ان کی جو سمجھ سے آئیں اس کو دور کر کے for example ایک چیز آپ آسرے کریں گے کہ چھوٹے بزنس کی آئیڈنٹیٹی نہیں ہے چھوٹے بزنس کی کیا آئیڈنٹیٹی ہے کچھ بھی نہیں اور ہم نے دیش میں آج تک ایسی ویوستہ نہیں بنائے کہ چھوٹے بزنس کی سب کی ایک آئیڈنٹیٹی create کرتے ہیں identity create نہیں کر سکتے تو ان کو پھر loans بھی نہیں ملتے ہیں اور چھوٹے loans ہیں تو banks بھی نہیں دیتے ہیں تو ان کو finance کی availability بہت بہت کمزور ہے ان کے پاس equity نہیں ہوتے ہیں دیش میں ایسی کوئی ویوستہ نہیں ہے کہ small businesses کو capital مل سکے ہیں نہ identity ہے نہ capital ہے نہ ڈھنکے loans ہے انہاں ورکنگ کیپٹل ہے تو وہ جو ایریا ہے اب کرونا کے ٹائم میں یہ بہت ساری بزنس بند ہوگی کیونکہ ان کے پاس تو کچھ وہ تو روج کماتے ہیں جاتا روج کھاتے ہیں اگر آپ ان کو کہہ دیجئے کہ بھئی آپ کام نہیں کریں گے آپ گھر سے نہیں نکلیں گے تو نہ تو وینڈر کی کام کرے گا نہ دکان پر بیچ پہے گا نہ کچھ اپنا چھوٹا موٹا پکوڑے بنائیں گے کچھ سب نہیں کر پائے گا تو اس کے دندہ بن اور اس کا وہ کام بنت تو اس کے بعد کچھ بھی کھانے بھی نہیں سو آپ کی sensitivity in businesses کے پرتی اور ان کو میں نے کہا identity کوئی ایسی ویوستہ کریں جسے capital بھی مل سکے ضرور پڑے loans مل سکے working capital مل سکے اور ان کو اپنا business کرنے کا موقع دیا جائے پولیس میں نہیں آگے کسی کو یہاں سے اٹھا دیتا ہے کبھی وہاں بیج دیتا ہے they are in a very bad shape we should do something about it and why are we not ہماری sensitivity نہیں ہے ابھی بھی بہت کچھ futile ہیں ہم ہمارا دماغ ابھی بھی یہ چھوٹا ورگ ہے چھوٹے بزنسز ہیں ان کو نہ سمجھتا ہے نہ ان کے ساتھ سمپتی رکھتا ہے بہت آسان ہے ایک وینڈر کو اس کی ٹھیلے کو ہڑا دینا بنا سمجھے کہ اس پہ کیا اس کا امپیکٹ ہوگا کیوں اتنی اسلام ہمارے دیش میں بنتی ہیں اسلام کہاں سے شروع ہوتی ہیں کیوں ہم ایسی استطیق نہیں کرتے کہ آدمی اپنی روزگاری اپنا چھوٹا بزنس کر سکتا کیوں نہیں کرتے کیوں اسلام بنتے ہیں اب اور بہت دیپر ہماری social structure ہے یا ہماری prejudices ہے یا ہم نے کتنی education standard کیا ہم نے institutions create کیے ان کے لئے نہیں کیے یہ جو ابھی تھوڑے دور these are very complex situation but جب تک ہم ان کو sort out نہیں کریں گے تو وہ جو ہم ہوا ہوا میں بات کرتے رہتے ہیں بھئی یہ ہم تو اتنی بڑی کون بھی ہو گئے تھڑ ہو جائیں گے یہ ہو جائے گا وہ ہو جائے گا دیش کا جو ایک بڑا آورگ ہے دیش کی جو مجورٹی ہے اس کی لائف میں اتنا پریورتن نہیں آئے گا جتنا آنا چھے got it ہمارا فوکس capital جو ہمارا گورنمنٹ کیا جو revenue گورنمنٹ کیا جو پیسہ آتا ہے اس کو اس طریقے سے ہم use کرتے ہیں جس سے votes آئیں کہ اس کو اس طریقے سے use کرتے ہیں جس سے کنٹری کی گروت ہو جیادہ فوکس کہاں ہوتا ہے اس بات کو سکروٹنائز کرتا ہے کہ اس سے پولٹیکلی فائدہ ہے اگر کوئی چیز کی جائے جس سے پولٹیکلی بھی فائدہ ہے اور کنٹری کو بھی فائدہ ہے تو وہ اس میں کوئی آپ پتی نہیں ہے لیکن جہاں کانفلکٹ ہو وہاں پہ ابھی بھی ہم جو پولٹیکلی فائدہ والی چیز ہے اس کو ہم جیادہ پرفرنس دیتے ہیں ہم کو فائنانس ایکنومکس سے وہ مطلب نہیں ہے نہیں مطلب نہیں ہے ایسا نہیں کہا رہا ہوں اس کو پریفرنس دیتے برٹ ایسے اوورال جب بجٹ پریپیر کرتے ہو برٹیز آپ بین پارٹ آف بجٹ مین اوبجیکٹیو یہ ہوتا ہے کہ سب لوگ خوش ہونے چاہے ہیں کہ مین اوبجیکٹیو یہ ہوتا ہے کہ دیش آگے اس طریقے سے جانا چاہے ہیں ہونا تو یہ چاہے ہیں کہ دیش آگے جائے برٹی یہ بھی ست ہے کہ جتنے بھوجن سکھا ہے بہت جانبیتا ہے جس سے زیادہ زیادہ لوگ آپ سے امپریس ہو جائیں تو آپ لوگ کو یہ mandate ہوتا ہے کہ ایسا کچھ بناو جسے لوگ خوش ہو آپ اگر budget speech کو پڑھیں تو budget speech تو صرف اسی درستی کونٹ سے آج کے لکھی جاتی ہے کہ جہاں تر لوگ آپ سے خوش ہو وہ mandate اور جو دیش کی نیتی اور وہ سارے وہ باقی اور budget documents میں چھپا کے دال دے پر سر پاپکون پہ جیستی لگنا جیستی پاپکون پہ لگتی ہے جو دسٹکشن ہے کہ A, B, C, FD, D اتنے طرح کی پاپکون پہ لگ کرویل پہ لگ لگے گا اس پہ لگ لگا this is taking the this is nitpicking of highest order nitpicking نہیں ہے شوگر کے
